      Rate Aggregation describes the activity of arriving at the measure rate for a given organization. The description is intended to define that activity. Will change the wording to "An organization or clinician uses rate aggregation to determine measure rate and based upon the entities' aggregate data and summarizes the performance of the entity over a given time period (e.g., monthly, quarterly, yearly)."

      IMO this explanation is not clear enough. There seems to be a mismatch between the term and its definition. Is "measure rate" a synonym of "rate aggregation"?
