      Agreed, add language to recommend the use of QI Core profiles to construct measure logic, on the grounds that it is aligned with US Core and increases feasibility. It is an implementation detail what actual model info is used within the CQL (e.g. using FHIR is still consistent with using the QI Core profiles to model measure data elements).

      Existing Wording: No restriction has been added for what model should/shall be used for eCQMs.

      Proposed Wording: Recommend adopting the QI-Core Implemantation Guide for modelling requirements within the CQL expressions.

      Comment:

      No restriction has been added for what model should/shall be used for eCQMs. Leaving modelling open for tools creates a need either to recognize all models so long as no constraints within the IG are violated or creating program specific policies and potentially another IG in order to set what model should be used within that program. Based on discussions with ESAC, recommend adopting an approach that references the QI-Core IG for modelling requirements.
