      Existing Wording: The Differential Table in the proportion-measure-cqfm does not mention the use of Denominator Exceptions.

      Proposed Wording: Recommend adding Denominator Exceptions to the Differential Table.

      Comment:

      The Differential Table in the proportion-measure-cqfm does not mention the use of Denominator Exceptions, though this population is used in various eCQMs and mentioned in other places of the IG. As a result, it appears that Denominator Exceptions is not applicable to Proportion-based measures in FHIR, although we do not believe this is the intent.
