      Add the ability to specify the effectivePeriod using an anchor (dateTime) and a Range.

      This will be an extension in the IG, and log a tracker to extend the Measure resource with this ability in R5.

      Existing Wording: An example of Measurement Period is provided using specific dates for the start and end.

      Proposed Wording: Based on a review of the IG and Measure resource in particular, there does not appear to be an approach that supports a phase approach. Can you clarify if my understanding is correct? If it is not, can an example be added to the IG.

      Comment:

      An example of the Measurement Period using specific dates for the start and end is provided. However, all of the CMS eCQMs specified in HQMF make use of a PIVL_TS datatype with a phase and period to support the concept of Jan 1, 20xx to Dec 31, 20xx. Based on a review of the Measure resource, it appears this functionality is no longer possible.
