      It is under the control of the SMART of FHIR app or the capable EHR, based on API access scope, what information is accessable to be included in the questionnaireResponse. The app cannot be responsible for informing the user that informaiton exists that is unaccessable to the applicaiton. This may differ depending on whether it is a native EHR applicaiton or a third party application.

      Existing Wording: It should be noted that there are multiple actors with potential access to patient information. The implementation and deployment of these actors will have an impact on if and when patient information is transmitted from a provider organization to a payer organization.

      Comment:

      Don't include/send information is one of the most effective mechanisms for the application to control what it sends based on rules imposed by patient, state and federal rules. That should be clear, it also reduces the burden on the DTR workflow. It such cases, it would be valuable to provide information to the user that specific information may be available in system but sending is restricted. Does there need to be a technical solution for this in QuestionnaireResponse Resource?
