Existing Wording: Users of the DTR application are likely to be performing many tasks to support patient care or administration of the provider organization. As such, it should be expected that users may need to halt interaction with the DTR application and resume at a later time.
Comment:
Here, and overall: this specification reads more like a requirements specification for a specific app, rather than what should be a standard. Suggest removing aspects of app behavior that aren't critical to interoperability, and instead expressing that through a project-created, open-source reference implementation.
