      Comment:

      Is support of the fhirUser/openId scopes required by the EHR's SMART server? You should clarify in 4.4.5.2.1 that the EHR's authorization server MUST support the openid and fhirUser scopes. Due to the importance of the fhirUser element in the QuestionnaireResponse resource, this should be a base expectation of the IG.
