"Suggest different workflow for or questionnaires that are not complete and could be launched by another user to complete. Shared context will be explored but out of scope for this version"

Need to describe the ability to use task to post the incomplete questionnaires to a specific queue. The uses for the queue can then pull items off the queue and complete them in their own context - may need to select the actual patient or have that part of the task resource.

The concept of a shared "context" is out of scope.

      Comment:

Enabling non-physicians to finish a form initiated by a physician placing an order should be a requirement of this IG. If the order hooks are used in DTR scenarios, an ordering clinician must not be required to complete a form. The users permitted to finish the form should be determined by the provider organization.
