      Existing Wording: When a payer wishes to offer an entry into a DTR application as a part of a CDS Hooks response, the Payer IT system SHALL return a Card object with at least one Link object populated in the Card.links property

      Comment:

      Although a payer can offer an entry into a DTR, the DTR must be formatted to only extract and expose (to the payer) information that is relevant to the given use case. In the interest of patient rights, provider obligations, and minimum necessary requirements , the DTR application must only pass along relevant information to receiver.
