      Existing Wording: "rejected" "withdrawn"

      Proposed Wording: "declined" "camceled"

      Comment:

The BSeR State machine has states called "rejected" and "withdrawn", which seem to be the same as "declined" and "cancelled" in the 360X Referral state transition diagrams. It would be nice to have the same values
