      The information exchange workflows will be modified to include use of the FHIR Task resource to assist with managing changes in state. An optional message resource will be retained to support messaging scenarios in which a header is necessary or advantageous.

      Existing Wording: FHIR messaging and RESTful frameworks are related in that both share the same set of resources on which they operate.

      Proposed Wording: In the proposed way of data exchange using FHIR Messaging, the complete set of required FHIR resources is sent in the message transmitted. Alternatively, the FHIR RESTful API can be used to initiate a workflow pattern, using FHIR references, and the recipient, if technically capable, can make FHIR queries to the sources to compile the complete data set. In either case, the recipient ultimately operates on the same set of resources.
