      1.The receiver of data may not be able to complete processing and may "error out" if a Must Support element is unavailable.

      Question:

      FHIR defines Conformance Language, as do other HL7 base standards (V3 had "modal verbs"). See 2.1.0.1 at this hyperlink: https://hl7.org/fhir/R4/conformance-rules.html#conflang

      Can you use FHIR Conformance verbs, vs. introducing "QI Core Must Support definition"

      If existing FHIR Conformance Lanugage is not sufficient, it would probably be less confusing to update it, vs. introducing a new conformance concept (QI Core Must Suport)
