HRex Organization makes NPI or Tax Id mandatory

      The specification doesn't prohibit the inclusion of additional identifiers (including OIDs).  However, there is no standard solution that would involve this yet.  We're seeking FAST recommendation to standardize payer identity.  There is also work happening on a national directory.  However, until one of those (or some other solution) exists, we don't see a reason to add additional guidance in this spec about hypothetical solutions.

      For communication resource, it is mentioned that Recepient should be of type HRex Organization. The HRex Organization should have NPI or TIN identifier as mandatory. However when the Recepeint is a payer, there may be a need to specify the Oid. TIN identifiercan be specified in Oid pattern however the documentation should specify unique Oid as an accepted pattern.
