      The use-cases for data sharing in Da Vinci invariably require that the receiving system be able to audit what information was looked at in order to support subsequent actions and decisions.  Access without retrieval is therefore not a feasible option.  If such a thing were possible, it would need to be through a payer-offered browser type application and there would be no need for a system-to-system interoperability standard

      Proposed Wording: Does the IG support "Access" without retrieval of data? Seems the IG supports mainly traditional Push and Pull, but can a payer or another provider "access" the data on site for review/action, without retrieving data? Seems that would avoid perpetuating the extraction and creating of copy after copy of the same data in different locations. Recommend this be clarified in the guide.
