      We will remove the constraints on identifier as the current requirement that NPI always be specified isn't one that can reasonably always be met.

      We will mark qualification.code and qualification.code.text as 1..1, mustSupport.  We will also provide documentation explaining that, in the financial space, communicating qualifications is important because it has ramifications for approving payments and for billing.

      Provider directory is exploring standardizing codes for qualification/licensure but we don't have any consensus yet.

      Comment:

      It's unclear from reading this profile why it's necessary. Later in the profile we learn that the qualifications are required but there is no value set or coding system. If the data is supported but not standardized it's not interoperable.
