      As per https://jira.hl7.org/browse/FHIR-23290, we will be removing the "(unbound) (required)" assertion and instead defaulting to the HL7 core example binding.  (The assertion of "unbound, required" was an error.)  We will be tightening our conformance expectations on qualification to mandate that code.text be present for each qualification conveyed.  There will be no expectation for standardized codes, though codes can be sent if known.

      Proposed Wording: qualification S 0..* BackboneElement Binding: (Value Set TBD) (required)

      The qualification[] vocabulary binding both both unbound (i.e. no terminolgoy binding) and 'required; binding strength - this seems to be a contradiction. This is to no terminology constraint. It's unclear how this data element is interoperable if the implementers are required to use an unabound/no-binding CodeableConcept.
