Comment:

The TOC seems to function as a reference to an entirely different IG from the one available to the user from the navigation bar. For example, the Home tab on the navigation bar takes you to http://hl7.org/implement/standards/fhir/us/davinci-cdex/2019Jun/index.html, but the Home link from the TOC takes you to http://hl7.org/implement/standards/fhir/us/davinci-cdex/2019Jun/Home.html. Similarly, the Profiles and Extensions link on the TOC takes you to a different page than the Profiles, Extensions and Transaction navigation element (which doesn't contain any of the descriptive information available on the TOC page).
