In this context, minimal and non-exhaustive means that an IPS is not intended to reproduce - ( the entire ) - content of an Electronic Health Record (EHR).
Brackets imply that the meaning of the sentence does not change if the part between brackets is removed. So this would imply that IPS is not intended ti reproduce content of an EHR. This is clearly a false assertion. An IPS does intend to reproduce some content from an EHR.
Therefore remove the brackets. IPS is not meant to reproduce the entire content of an EHR. This is true.
