      Proposed resolution:

Persuasive with Mod - Update links.

And create a new profile for handling the QDM concept of negation rationale.

      Observation *(ObservationNotDone) - *

      1) Value set for negation:[ http://hl7.org/fhir/extension-valueset-reference.html|http://hl7.org/fhir/extension-valueset-reference.html]

      2) status = final

      3) notDoneReason = use a value set created from a combination of existing eCQM rationale value set (still extensible binding)

      4) timing = Observation.issued

The QDM to Qi-Core Mapping Table links need to be updated - included in the attached document. It is assumed that the specific mapping to inherited US Core and FHIR (Vital Signs) profiles can link directly to those profiles.

Note - negation rationale in QDM includes dataAbsentReason but the timing does not seem appropriate when using observation.issued. This fact follow through to the US Core specific items (BMI for age, etc.) and FHIR Vital signs.

A few additional text edits are included in the attachment in red text.
