      I suggest to keep in this version of the IPS IG the value sets based on the SNOMED CT IPS free set, still as preferred value set.

      Start an assessment to verify which of them could be reasoneably moved to an extensible and/or required binding in some future version, based on the actual usage/acceptance in the different jurisdicitons.

      The kind of binding might depend also on the context of use: IPS cross-border/IPS local/ core profiles..
