      Introduce the notion of "precedence" for pathways, strategies, and recommendations.

      This would be the same concept as pertinence of features, allowing relationships between strategies, and potentially allowing for resolution of conflicts and overlaps.

      This is similar (if not already equivalent to) the notion of strengthOfRecommendation, but it should also allow for relationships between strategies.
