cpg-careplan: Planned and proposed actions with no optionality
cpg-strategy: Planned and proposed actions with optionality or interdependence

Note that there can be only one cpg-careplan for a patient, and that that careplan may consist of different activities for different pathways and strategies within the pathways.

Note that since strategy is a renaming of the RequestGroup resource, the CarePlan can contain optionality by referencing a RequestGroup (Strategy).

Consider including the following definition of a Plan:

Plan: Planned and proposed actions for the patient that come from realization of all the protocols, strategies, and recommendations.

cpg-careplan: Planned and proposed actions with no optionality
cpg-strategy: Planned and poroposed actions with optionality or interdependence

Note that careplans and strategies can be hierarchical, in that a careplan for the patient overall can consist of careplans for different pathways, which in turn consist of careplans for different strategies within the pathway.

Note that since strategy is a renaming of the RequestGroup resource, the CarePlan can contain optionality by referencing a RequestGroup (Strategy).
