Level 3 (L3) is a computable representation of the content in the guideline and can be shared across health systems and implementation settings. This implies a complete translation and specification of the clinical logic, recommendations, and actions from the guideline into a machine readable form. This level is the primary focus of this implementation guide, and generally consists of specifying:
The data model used in the clinical expressions
Complete value sets specified using standard terminologies
Data element definitions describing the information involved (full semantics including code/valueset with class/resource as well as any expressions that describe based on inference from other data elements)
Computable logic describing at least the inclusion/exclusion criteria, medical decision-making logic, data inferences, as well as possible relevant workflow or process monitoring business logic
Structured recommendations in the form of event-condition-action rules, or other standard logic expressions
Structured process definitions describing how the recommendations may fit into a clinical workflow, including associated intervention types, and actions
Structured form definitions providing a conceptual description of the user-interfaces involved
Structured definitions of process and outcome measures directly related to the guideline
