While Recommendations should be EHR or local workflow agnostic (what is best to do for the patient, but NOT how to make that happen from a task detail or EHR UI perspective), consider providing a means to "connect" potential (likely, common) interventions to specific recommendations that may be adapted (or ignored) for local implementations. This also provides a means for HCO's to share their related interventions and/or vendors to develop distinct applications (e.g. SMART-on-FHIR app) that deliver the Recommendations into the workflow in alternative manners.
The recommendation addresses what to whom given the situation of a patient, while the CDS intervention addresses how, where, to whom given the local clinical workflow situation. Key layer of separation to address.
