See also 23879 proposal to update Encounter procedure extension (http://hl7.org/fhir/us/qicore/2019Sep/StructureDefinition-qicore-encounter-procedure.html) to use http://hl7.org/fhir/us/qicore/2019Sep/StructureDefinition-qicore-encounter-procedure-definitions.html#Extension.extension:procedure.value[x] and remove procedure.type as defined.

And use Procedure.basedOn <ServiceRequest with .priority = elective> to handle the elective procedure.

Existing wording:

Reference Encounter.priority to determine the elective nature of a procedure (i.e., a principal procedure performed as part of an encounter in which Encounter.priority=elective.

Comment:

Need clarify how to address the elective or non-elective procedure which was performed during the inpatient encounter (the urgency of the procedure or the encounter referenced). As of 7/11. Patient Care Group suggested using ServiceRequest.priority. But this change does not reflected on QI-core profile.
