      The last 3 paragraphs especially the last two in section 1.4.0 Relevance of QI-Core Profiles to Authors describes QUICK and noted that "However, using FHIR in the physical layer is optional. If the QI-Core FHIR profiles are not used at the physical layer, implementers are responsible for mapping their data directly into the QUICK model via their own customized data access layer." I am not clear what this sentence is suggesting. Draft measures are being developed based on QI-Core profiles directly but not yet against QUICK. Is this sentence suggesting that QUICK maybe the required layer but using of QI-Core profiles are optional? Whether it would be better for measure developers to author measures using QI-Core profiles or QUICK is still up to debate, how it may be used in measure development still needs discussion. Would suggest to focus 1.4.0 on relevance of QI-Core profiles to authors as the section title implies, and maybe leave out QUICK until its role in measure development is more defined and cleared.
