      Agreed, change wording to describe L3 as "fully specified" artifacts. However, we maintain the requirement (and interpretation) that L3 content is computable, as that is a key aspect of the L3 level.

      Clarify that the use of CQL is part of the available mechanisms for structuring computable content, and is not required if the computability can be communicated in other ways.

      Comment:

      1. The specification redefines L3 as a computable representation. L3 was originally intended to be structured, precise, and unambiguous, but not necessarily computable.

      2. CQL should be optional. While it is precise, it can be hard to review the large libraries of CQL expressions that would be needed for complex CDS scenarios. Also, currently there are no widely available and easy to use tools for CQL authoring. There may be simpler ways to express unambiguous guideline logic at the L3 level.
