Over at least the past two decades, there have been several major attempts to accomplish what this guide proposes to do. These previous attempts have been well studied and evaluated. One example is GEM, but ther have been others. All of the previous efforts to code guidelines failed. This background section fails to address the history of CPG coding attempts, and there is no discussion of attempts to learn from the previous failures. This section should describe previous attempts, lessons learned, and reasons why the chosen approach is any more likely to be successful than the other atempts.
