      Agree completely that the overall process is an important piece, and a significant amount of effort has already been put towards this. There is an integrated process table that describes an ideal future state for a guideline development, and we will work with the HL7 and CDC Kaizen communities to include this content when it is ready.

      At a minimum we will include a description of how the implementation guide may be applied in current state (narrative to L4) versus future state (concurrent L1, L2, L3 development) scenarios.

      Comment:

      There is no description of the process to be used to move from the narrative guideline to the L3 artifacts. One of the reasons for previous failures was that clinical experts were incapable of performing the needed coding, and the coders did not understand the nuances of recomendations. What is the tooling and steps to be performed by which experts to perform accurate conversiions?
