Existing Wording: It is expected that QI-Core will evolve over time to include some of the extensional content when the community identifies a common need and the additional content has been validated.

Comment:

Technically, as the logical model evolves over time to represent new requirements and use cases and to reflect changes to the QDM model, QI Core IGs for all final release versions of FHIR should be provided as different systems may support different versions of FHIR (for instance, we are still on FHIR DSTU2) and later versions of the QDM may result in QI Core profiles for a specific version of FHIR that are different from previously released QI Core profiles for that version of FHIR.
