      Suggested resolution: Not persuasive. QI-Core builds off of US Core and FHIR Core. Some resources are indicative (i.e., represent actions) and use status to determine "not-done"; others indicate the imperative (requests) and use "doNotPerform". Current modeling is based on the R4 version of the referenced US Core and FHIR resources. When those resources update or move to an R5 version, QI-Core will follow.

      Recommend adding doNotPerform as a first class attributes to all FHIR requests. This really should not be an extension.
