      Existing Wording: The X12 portion of the exchange happens in a 'black box' that the submitting system needs no visibility into.

      Comment:

      If the X12 transaction is completely removed from the physician workflow, then the HIPAA use case is irrelevant. HIPAA was designed so that any physician can utilize the same transaction, regardless of payer end-point. If the provider is being screened off of using the X12 transactions by it being placed in the box, then the purpose of the HIPAA regulation has been lost.
