      Existing Wording: The intention of this implementation guide is that knowledge of X12 should be isolated from client/EHR implementers .

      Comment:

      If X12 knowledge is isolated from physicians, then the 278 X12 standard should not be named as standards. If the true intention is to isolate physicians from the processes that follow FHIR, then FHIR would need to be the named standard in order to align with the goal of the HIPAA standard transactions. This IG seems to be essentially forcing noncompliance on physicians in order to produce a meaningful transaction

      Summary:

      If X12 knowledge is isolated from physicians, then the 278 X12 standard should not be named as standards.
