Proposed Wording: Healthcare Providers who choose to transmit any information in an electronic form in connection with a transaction for which HHS has adopted a standard.

I do not believe is correct to state that providers are covered entities under HIPAA if they "…store health information electronically…". See definition of Covered Entity by Office for Civil Rights at https://www.hhs.gov/hipaa/for-professionals/covered-entities/index.html
