      The dateTime appearing in the metadata is the time the resource was last updated, not the time the resource was created. Many other resources do record the time they were created, but Procedure does not. There is no good reason for this, hence the (optional) extension. We will create a GForge ticket proposing the addition of this element to the base resource.

      Comment:

      There is an extension for StatementDateTime. How is this different from the meta data attached to the instance data i.e. the time stamp when the record was created? I ask because the definition of StatementDateTime is "The point in time when the statement was created".
