      There was a lot of discussion around GF#24638, ultimately updating the data type of Coverage.subscriberId from string to Identifier.

      During discussion, some uses cases were noted where making the cardinality of the subscriberId 0..* would be useful. Specifically when a payor (e.g. Medicare) changes the subscriber ID type they use without changing the coverage.

      This tracker is the request to make the cardinality of subscriberId 0..*.
