      This is crazy. The entire premise of DTR is that clinical needn't understand CQL, otherwise, there would be not DTR app. The entire point of the IG is that payer systems need to produce and the DTR app consumes and translate the CQL to the EHR. Why are there no conformance requirement on payers on this page?
