If coded goals are available, they should be sent; however, the expectation is that payers are unlikely to define goals in a coded fashion outside of case management activities. They may receive coded goals from providers, but there is not an expectation to code goals. If there are defined "goals" value sets in the future, this IG will align to include that value set and field. For Medicare plans, the goals could be used from STAR ratings quality measures-- these may be coded by the measure itself and therefore these could be reasonably used as "goals".
