      The history page isn't actually part of the IG and will span all versions of the IG. Each version of the IG might have different menu items - and even if the items were the same, it wouldn't be clear which version of the IG to link to. That said, there should be some obvious visual clue to the reader that they're not inside the IG anymore. Will decide on a convention for doing this and adopt it across all IG history pages.

      History page does not have the category hot links in the burgundy ribbon at the top of the web page. Should have links to "Table of Contents", "PCDE Specification", "FHIR Artifacts", "Base Specs", as well as "History".
