      Patient authorization isn't necessarily a pre-requisite for payer-to-payer data sharing to occur. Therefore we can't require that restrictions on the sharing of sensitive data happen at time of authorization and need to allow it to occur by other mechanisms as well/instead.

      Existing Wording: In the event that the member does not authorize exchanges of sensitive data, the prior plan SHALL have a method to sequester such information and make it unavailable for exchange. This SHOULD happen as part of the authorization process.

      Comment:

      In order to be effective, the sequestration option needs to happen at the time of authorizing the sharing. If a plan is not sequestering data up front, what good does the sequestration serve? In order to protect the patient's interest in sequestering data as they see appropriate, these aspects of sensitive data privacy control should be mandatory.

      Summary:
