      In discussion, the proposed name didn't seem to clearly better than the existing one - while recognising that it is not perfect. Pros and cons to the proposed one. The "fact" word was not universally seen as a good thing.

      Discussion at September 2019 annual Work Group meeting revealed challenges with confusing "Issue" in ClinicalUseIssue with DetectedIssue or specific instances related to individual patients. Clarification that ClinicalUseIssue resoruce is intended to be for facts related to clinical use and not specific to any individual patient led to suggestion in the meeting to change the resource name to ClinicalUseFact.
