Ideally the uris in Identifier.system would be resolvable urls, but the spec does not require this. It is an implementation issue. No further action is needed in regard to the FHIR spec itself.

Right now http://hl7.org/fhir urls from identifier registry return "Internal Error - unknown id ..." message.

Spec says that whenever .system in Identifier is an URL, it should resolve to some human-readable naming system description.

From my perspective as an implementer it would be nice to have at least something that describes NPI, SSN, etc meaning

Lloyd McKenzie suggested to use NamingSystem resource for that purpose.
