      PractitionerRole contains information relevant to all providers, not just people practitioners and constraining to people only limits the ability to provide accurate provider information to consumers.

      Practitioners may provide services as solo practitioners, in which case there is no organization to affiliate the practitioner to. Figure 1 as currently depicted requires an organization in all instances.

      Existing Wording:

      PractionerRole describes the relationship between a practitioner and an organization. A practitioner provides services to the organization at a location. Practitioners also participate in healthcare provider insurance networks through their role at an organization.

      Proposed Wording:

      PractionerRole describes details about a provider, which can be a practitioner or an organization. When the provider is a practitioner, there may be a relationship to an organization. A provider renders services to patients at a location. When the provider is a practitioner, there may also be a relationship to an organization. Practitioner participation in healthcare provider insurance networks may be direct or through their role at an organization.
