      This extension was added to address a gap between Characteristics of a Formal Value Set Definition (VSD) and the ValueSet resource where VSD allows >1 name which is defined as being human readable. VSD name maps to ValueSet.title, not ValueSet.name. 

      The extension name is misleading as it might be assumed to extend ValueSet.name, when it is designed to extend ValueSet.title.

      1. Change the name of extension valueset-otherName to valueset-otherTitle.  
      2. Change the attribute name in this extension to title. Change the definition to "This title is intended to be human readable, sort and as specific as possible and to convey the purpose of the value set. It is considered to be the name of the value set." (Description to be reviewed when ticket addressed)
      3. Add an attribute titleLanguage to support the VSD naming.NameLanguage.
        1. Definition: TBD
      4. Change the definition of preferred to "Flag that this Title in this Title Language is the preferred-human-readable signifier in this language"

      Add usage notes to the extension:

      This extension is used when there is more than one human readable title for a Value Set or if there is one human readable title for and the language and/or preferred name are present.
