I've noticed an issue in expansion of a value set with the following error: This value set could not be expanded by the publication tooling: Error from server: The Snomed Concept 736542009 was not known.

I'm not sure what is causing this issue - the concept is a valid concept in the 2019-07-31 SCT version.
