The value set CARINBBSNOMEDCTProcedureCodes is defined incorrectly. I believe it intends to simply include all the codes in the value set "ProcedureCodes(SNOMEDCT)" but even if that is what you want, the resource is not correct. But if you want to use that value set then directly reference it. DO NOT just wrap it inside your own. If you want something different then specify it.
