      The work done to clarify how to best implement FHIR Value sets for quality measures has been clarified in the Clinical Practice Guideline (CPG) Ig and this work should also be included in the Quality Measure ST2 for FHIR. I would like to see the same work done here: http://hl7.org/fhir/uv/cpg/2019SEP/documentation-terminology.html be included in general FHIR QM.
