      The different uri defined in each NamingSystem distinguishes between the different resulting coding systems created.

      Related but separate: Value sets and code systems defined in the IG should not contain "carin" in their names.  Those will be changed to remove "carin" from their names.

      Why make it more complicated than it needs to be with the naming system?
      Just use "http://ncpdp.org" for all the NCPDPD stuff whether is Units or provider-identifiers
