The Profiles are incorrectly placed in the profiles element, they belong in the supportProfiles element as the base profile for the system for a particular resource I don't think that this IG can prescribe that for an implementation. In other words if CapabilityStatement.kind is requirements, Should not be populating CapabilityStatement.rest.profile.
This is an issue with Capstatement and scheduled time to discuss in Sydney. see FHIR-25462
