The intent of the Workflow section of a hook definition is to explain to client implementers when in a user's workflow they should support calling a hook, and to service implementers when they should expect a hook to be triggered.  This intent is specified to hook authors in the [hook template page| https://cds-hooks.org/hooks/template/ ].
